Google rolled out passage ranking in February 2021, announcing it would affect about 7% of queries at launch. The change let Google's systems evaluate sections of a page somewhat independently, so a page about a broad topic could rank for a narrow question answered in one of its subsections, even when the page overall was not the strongest result for that query.
At the time it read as a modest relevance upgrade. In hindsight it was the direction of travel. The same passage-level logic now runs, far more aggressively, through AI retrieval: chunking, embedding, and fan-out sub-queries all operate on sections rather than pages, and AI Overviews routinely cite a page for one specific passage. Passage indexing was the classic-search preview of the unit shift from page to passage.
The practical guidance it established still holds, sharpened. Clear heading structure gives systems the section boundaries they need. Each section should answer its question directly and completely. And critically, passage-level systems are a safety net, not a strategy: they can rescue a good answer from a poorly structured page sometimes, but content deliberately organized into self-contained, well-labeled sections gets found reliably instead of occasionally. Treat it as the floor the AI era built on: the systems got better at finding your answers, and structure decides whether they find yours first.
In practice
I use passage indexing with clients mostly as proof that this shift did not start with ChatGPT. Google moved to passage-level evaluation back in 2021; AI retrieval just finished the job. The caution I attach: do not treat it as permission to bury answers in longform and trust the machine to excavate. It rescues buried answers occasionally. Structure rescues them every time, and the structured version also wins in every AI surface at once.
Common misconception
People often hear passage indexing means page structure stopped mattering since Google finds the answer anyway. Actually, it is the opposite lesson: systems evaluate sections, so deliberate section structure is what makes you reliably retrievable.
